San Angelo City Council Appoints New City Manager Amid Ongoing Developments

The San Angelo City Council has appointed Phillip Urrutia as the city’s new city manager, effective August 1, 2026. This decision follows the upcoming departure of current City Manager Daniel Valenzuela, who is being recognized for his years of dedicated service. The appointment is scheduled for formal approval during the council’s regular meeting on July 7.

In recent sessions, the council has also advanced new land-use regulations for data centers. These changes require future data centers in light and heavy manufacturing zones to obtain conditional use permits, providing the city with greater oversight. Discussions have focused on noise standards and water usage, with further refinements expected in upcoming meetings.

To combat vehicle-related crimes, the council approved seeking nearly $862,000 in grant funding from the Motor Vehicle Crime Prevention Authority. This funding aims to support additional police positions, new vehicles, a drone, and license plate reader cameras, building upon previous efforts to enhance public safety.

These developments reflect the council’s commitment to effective city management, responsible urban planning, and the safety of San Angelo residents.
